I see you have some problems. I don't remember what is the name of your KIT (docking station). Where is your jumper (it is on controlCARD or on main board)? Enter please at the title of your post the name of your KIT based on F28M35. This will provide you the better support, because community members will understand better what kind of device in question.

My H52C1 Concerto Experimenter Kit is "TMDXDOCKH52C1" , and my jumper is on my main board.

The Concerto F28M35H52C1 controlCARD connects to a computer via the mini-USB connector on the controlCARD itself. This USB connection can transmit both JTAG connectivity and UART.
In order to get the example working you should need to connect a mini-USB cable between the computer and the controlCARD. You also need to make sure that SW3 is properly configured. Then hyperterminal or some client on the PC will transmit and receive the echoed data.
The infosheet and schematics should help you understand the hardware. These are available in controlSUITE at the below:
