I think you need to set up GPIO9 as input in your code.

For example:

GpioCtrlRegs.GPAPUD.bit.GPIO9 = 0;   // Enable pullup on GPIO9
GpioCtrlRegs.GPAMUX1.bit.GPIO9 = 0;  // GPIO9 = GPIO9
GpioCtrlRegs.GPADIR.bit.GPIO9 = 0;   // GPIO9 = input

And in main loop, you can check whether GPIO9 has been pressed or not by checking its GPDAT register.

For example:

if(GpioCtrlRegs.GPADAT.bit.GPIO9 == 0) // if I am not wrong, in the schematic (and no jumper in JP3), if it is low, means button is pressed.
{
    // button START is pressed
    // do something
}
