F28035 crystal oscillator

Hi,

I'm using a TMXF28035 microcontroller. I wanted to use the external oscillator with a 10MHZ crystal. The values of Cl1 and Cl2 is 15pF and Rd is 470 ohm (SPRS584A page 38). When i observe the pins with an oscilloscope, X1 pin shows a 0V dc and X2 shows a 2V dc. There is no oscillation. Nothing changes when i short circuit Rd. Again no oscillation.
