What choice would be rightly?

Question. What You're think, is it possible to make management both unit, such as PFS and DC/DC, at one DSP? If it possible, that what kind of DSP will be most appropriate? For example, can I use TMS320F28069?

Yup, there's no sense in using 2 C2000 controllers. One is enough, F28069 is a good choice but do check with the clock speed. It has a FPU and CLA for all complex tasks. If you feel F28069 is getting over loaded then you can opt for a higher version controller like my personal favorite F28335.
