c2000 launch pad F28027

1) I guess as F28027 has 64Kb of flash, can we implement minimal SYS/BIOS application on this target?

While in debug mode your C2000 launchpad would load the code into Flash or through RAM

Do we have any option to load code either into Flash or Ram?

I guess while we run in debug mode code gets stored in RAM by default

Yes. This depends on the linker file (.cmd)

Refer this doc if you want to load the code onto flash:

Also, you've a sample code named "flash_f28027" in controlSuite.
