I have tried to use the F28069.cmd to do the flash download instead of RAM.

However, there is a error message. 

Is there a way to erase the flash memory?

Is the error related to ECSL problem? emulation connection

    Yes, download CCS Uniflash and you can erase, program and lock/unlock the device.

    Seems some kind of memory conflict due to linker file. Refer this doc for Running programs from Flash:
