HVPSFB PCMC epwm2 slave timing waveforms

Hello, I'm wondering about the slave configuration of ePWM2 in the HVPSFB PCMC.  I see that the TBPRD of ePWM2 is set to 299 and is upcount only.  I realize that ePWM1 TBPRD is set to 300 and generates a sync pulse for ePWM2 at TBCTR = TBCMPB = 0 & TBCTR=TBCMPB = 300.  I noticed in HVPSFB-DPL-ISR.asm that the A&B outputs of ePWM2 action qualifier block are setup to not take any action if ePWM2.TBCTR = ZRO.  My question is are there intervals in which ePWM2.TBCTR doesn't reach the PRD.  Thanks.
