USB HID device on DSP/BIOS project

I'm trying to create USB HID device(Joystickj) on DSP/BIOS. I'm used examle with flashing led from the Multi-Day Workshop. But when device connecting to the computer, controller stop blinking led. But somtimes it work correct(Windows see device as joystick and led blinking). What does it mean? Why can it be?
