I doubt it ... C28 series devices don't use this core so you may not receive too many response. Have you tried TI hot line?

I know that Code Composer 4.1 (not Code composer STUDIO) has simulator for C24xx CPU. It may even have simulator for C25. If not, the C24xx simulator might be some help to you as the cores are very similar (maybe sombody from TI can tell you what the difference is).

Thank you very much for answering me, Mitja and Mohammed!  I already know that TI offered a simulator for the fossil TMS320C2X (from 1993), which seems to be obsolete:

The idea of Monica Ercolani from the TI Support was to find a person in the forum who is still using this simulator or who was using it. It should be this very simulator because the Assembler for TMS320C20X (from 1999) has already been modified a little bit regarding some instructions related to the TMS320C2X.
