Yup, the sites seem to be taken down. Don't know why! Did you try by downloading the language packs meant for CCSv4? They're the compressed files available for download.

The updates sites have been archived. The archive site is here:

Grab the one for your v5 release. CCSv5.0-5.2 is Indigo and 5.3-5.5 is Juno.
