How is the I/O state during power off and emulating period?

Hi,

 

I'm going to use C2000 MCU(TMS320F28027) to develop an E-Bike BLDC controller. For safety, I have to know the GPIO output state during emulation period and power off time. I hope during emulation, downloading program or power off, I/O pins is high impedance, so the 3 phase bridges will turn off safely.
