TMS320F28335: Do GPIO outputs float at power-up or do the internal pull-ups pull the pin high?

Hello,

I am using GPIO74 through GPIO81 as a bi-directional data bus.  Page 62 through 65 of sprufb0d.pdf shows the pull-up connected directly to the GPIO pin and a simple test of one of the pins shows it being pulled high.

I just want to verify that what I am seeing is a result of the pull-up being active immediately after power-up on a pin that is set as an input.
