CLKDIV AND HSPCLKDIV

Yes, the error is correct. There is no configuration for value 8. Here's the table, refer this and configure accordingly:

so whether this means we are dividing by 8 in both cases since 4(decimal) is 100(binary)?

The resultant would be divided by 16 and not 8! For 8 you would've to divide on clock by 4 and the other by 2.

i need CLKDIV= DIVIDED BY 16..SO WHICH VALUE SHOULD I GIVE IN EPwm1Regs.TBCTL.bit.CLKDIV = TB_DIV..IN THE TABLE MENTIONED ABOVE ITS TOLD 100 BITS INDICATE /16...SO SHOULD I GIVE CLKDIV=4 SINCE 4 DECIMAL=100 BINARY?

For /4 its 010 and not 100! Go through the table.
Instead of using the inbuilt TB_DIVx use the binary mentioned in the above table for the ease.

Which device are you using? Please go by the register bit description for the corresponding divider of CLKDIV and HSPCLKDIV.
Divider value is not same as the register bit field value.
