Timed out waiting for target to halt

Hi-

I'm receiving the following error messages when I attempt to load my project into my 28335.

C28xx: Error occurred during flash operation: Timed out waiting for target to halt while executing FlashAPIInterface28335V2_10.out
C28xx: Trouble Halting Target CPU: (Error -1141 @ 0x0) Device is not responding to the request. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 6.0.83.1)
C28xx: Flash Programmer: Error encountered when writing to flash memory
C28xx: File Loader: Memory write failed: Unknown error
C28xx: GEL: File: C:\Source\origDatamap\Debug\Optimizer.out: Load failed.

I don't think it has anything to do with the CSM, because the password locations are all 0xFFFF.  I've pasted a screen capture below.
