Create an application without ControlCard on TMS320F28377D

1. to program the MCU, i have to buy a JTAG sonde  an link the pin with the MCU?

Through Serial programming method, you can program F28377D. But JTAG is required during initial stage of the development for debugging & programming purpose

I recommend you to buy JTAG for the custom development.

2.i need to add an oscillator ? or the MCU have it inside ?

Yes. Required external Oscillator. Please refer controlSUIT tool for details about custom design requirement for F28377D

You need an emulator to use CCS and debug your code.  The lowest cost one is XDS100:

A higher throughput emulator (but still reasonable cost) is XDS200:

I would recommend XDS200.  It is a better emulator (faster).

You do not necessarily have to use an external oscillator/crystal, but most people will.  There are on-chip oscillators that can run the device, but there are some  limitations:

1) device frequency (using PLL) cannot exceed 190 MHz

2) The accuracy/drift of the internal oscillators may not be sufficient for some communications.  For example, CAN will generally require a more accurate clock source.

3) USB will always require an external clock/crystal..

in the F28377D, the voltage VDD as it say in the datasheet should be plug to 1,2V ?
