Can you connect to the device via JTAG and Code Composer Studio?

If you can, then open a memory window to the CSM password locations and then refresh that window. If it comes back with data - all 0xFFFF - then the password is not programmed and the device is not secure.

If the password comes back as all 0x0000 after multiple window refresh tries then the CSM is locked.

This wiki page mentions reasons the CSM may appear locked:

Im unable to connect the device itself and open in CCS. It throws error whenever i try connecting the board. In this case, how do i check if the chip is functional or busted?

Did the board / device ever work?
Is there another board you can try to eliminate any issue with the Code Composer installation?
Can you try another PC?

If it is a new board design and hasn't worked before I would suggest checking all of the connections. JTAG, clocks, power, ground... Check to see of XCLKOUT is active.

We are making products and while testing one of the boards, this issue came up. where i could not even get the micro controller conntected to CCS. This was the first time i tried connecting and it was never worked on before.. It was throwing error ( I used to face this when the micr controller was not functioning ) . Because the controller would not even connect to CCS through Jtag, im not sure of how to even debug. 

Thus I just wanted to find out if the micr controller is even working or not
