I am using a c2000 Microcontroller TMSDOCK28035 and piccolo F2803x TMDSCNCD28035. I would like to get an example for time interval if possible. I am also new to this type of programming and would like some help and tips to get me going. I program my plc's now using ladder logic which seems to be completely different from this. Can I have some help with my problems?

If you are completely new to the C2000 device you may find it worthwhile to review the online training. There is a recorded 1-day workshop for the F28069, which is quite similar to the F28035 you're using, at...
There is also a 3-day course for the F28035 device, materials for which can be downloaded here...
What I suggest is first go through the 1-day videos, then look through the student manual for the 3-day F28035 course. in the 3-day course you will find a series of labs, all of which can be run on the F28035 Experimenter kit you have. Among them (lab 7) is an exercise to capture and measure the timings of an incoming PWM signal using the eCAP peripheral. Possibly this is close to what you want to do.
