28377D USB driver can not be installed

One of my ctm  using the 28377D control card, connect the mini USB interface  with the computer after the control card was powered on. In this process, they found that some of the relatively new computers (Win7 64 bit system) can not recognize the hardware, but  the old computer (Win7 64 bit system) can  identified the hardware.   The error messages is "This driver is not digitally signed!"

Does someone  have encountered similar problems?

 Another thing is that the new computers support USB3.0 ( But they connected to the USB2.0 interface .),while the old computers do not have the USB3.0. Is it because of this reason?
