That counter is used in the process of PLL locking. In older c2000 devices, the PLL lock time was fixed at 131072 OSCCLK (i.e. the input clock to the device/PLL) cycles. In Piccolo devices, the lock-time was made programmable through a 16-bit register. The figure needs to be corrected.
