Problem working with TMS320F28335 MCU executing operations only after a delay on FLASH mode only

I have a problem regarding the TMS320F28335 MCU only when I program the MCU to load from the flash. .

When I request the MCU to execute commands after initialization it does not execute them.

It would only execute them after a delay of about 10mSec this happens only when I program the MCU flash to load from the flash.

But when I enter debug mode it works fine without the delay.

Anyone has an idea?
