TMS320F28069: C2000 PowerPAD connection for programming.

Hi,

With regards to TMS320F28069PZPS, is it required to connect the PowerPAD even while programming?

In our customer's application the F28069 will be installed on the PCB after
programming the device separately using a universal target board by a programming house.
The datasheet mentions "PowerPAD must　be connected to the ground plane of the PCB"
but in the programming target board it is not possible to connect PowerPAD to the GND
whereas the final application PCB has proper connection to the GND.

Is it OK to program TMS320F28069PZPS without PowerPAD connection before installing?
will there be any problem to the programmed Flash in this case?
