General Purpose GUI - Program Did Not Load with a C28346

I'm using the project FlashingLeds_168 in CCS v4, C28346 experimenter's kit and following the QSG-GeneralPurposeGUI.pdf tutorial.

 

I tried connected both at 38400 baud and 57600 baud.  When the GUI loads the program, it only completes two status bars and gives this error.  However, the ControlCard is flashing the red LED properly so I'm not sure what error I'm running into.  Any advice on this issue?
