CCS/TMS320F28335: Problem connecting to my C2000 microcontroller

Tool/software: Code Composer Studio

Hi,  I am having a problem connecting my Code Composer Studio project to my TMS320F28335 via a C2000 Peripheral Explorer board.  I have installed CCSV5.5.  When I connect the Explorer board to my PC, in the device manager, I see two new com ports and a USB Serial Converter A & B.  I don't see any TI devices.  If I try to debug my CCS project, I get error 151 and it says it can't connect to target.  I have used the utility xds100serial.exe and it says:

0403/6010   blank EEPROM     unknown                    no description available

This is straight out of the box.  Any suggestions on what to do?
