DRV8312-C2-KIT: For the BLDC motor BLY172S-24V-4000 , why the torque constant and the back-EMF constant are not same?

I referenced to the http://www.anaheimautomation.com/products/brushless/brushless-motor-item.php?sID=143&pt=i&tID=96&cID=22. I found the torque constant =5.81 oz-in/A =0.041NM/A but the back-EMF constant =3.35V/kRPM=3.5*e-4V/rad/s.   They are not equal and the torque constant is almost 100 times the back-EMF constant. Could anyone tell me the reason? They should be same theoretically.
