hello I have imported sci echoback example from control suite . I work fine, but i want to take input from external uart device , But it does not getting any signal from Rx pin . Why ?

Have you used a scope to ensure that the pin that is configured as the UART RX pin is receiving a signal from the external device?

Please ensure that you are physically using the RX pin which you have configured in software.

Actually , I am communication device that sends 8-N-1 uart signal , and I have configured piccolo launchpad in SCI idle line mode . with sleep bit and Txwake-up bit equals to zero. Is it correct configuration to receive 8-N-1 uart signal on idle line mode.
Also is it correct the following logic level for 28027F
logic 0 => 0v to 0.4v
Logic 1 => 2.4 to 3.3v

Those voltages are fine. Please see the controlSUITE or C2000Ware examples and the TRM for how to configure the SCI for your application.
