Hi all,

I'm working with TMS320F28027F.

The hardware was working fine. I made a lot of testing and debugging, so it is not a hardware design issue.

I started to load a program to flash using CCS and suddenly was not able to do so. The error was

C28xx: Flash Programmer: Device is locked or not connected. Operation cancelled.
C28xx: File Loader: Memory write failed: Unknown error

I did not play with locking password keys and the hardware is OK.

I also tried Uniflash tool. I can connect to the device and I can read the flash memory, hence I am sure the device is not locked and is connected.

What else could go wrong?

It seems your controller is Permanently locked! It can be due to multiple reasons, one of them being:

So I won't play with it anymore and replace the MCU.

Based on following,

If you are able to read the flash location correctly then device does not seems to be locked. Did you try using the Wait BOOT option to connect to CCS and check the flash content. It may be worth trying before replacing the part.
