Is there a Hall effect sensor interface document/spec/lab/etc. that outlines the kind of Hall effect sensor interfaces supported by this board? If so, please let me know where this might be located. If not, is there a description you could provide on this thread?

The LaunchXL-F28069M Overview document sprui11.pdf contains a schematic of the board, you can find the QEP/Hall sensor interface on page 15.
Lab 11e gives more information, see MotorWare > Resources > Training: User's guide > InstaSPIN Projects and Lab User's Guide.

Basically the LaunchXL has open collector inputs, pulled up to 5V.
