To get started with the device, consider this training: processors.wiki.ti.com/.../C2000_Multi-Day_Workshop

The EPWM's time-base submodule is used for configuring PWM frequency. I recommend reading the Technical Reference Manual http://www.ti.com/lit/ug/spruhm8f/spruhm8f.pdf to learn more and understand the register definitions. I also recommend looking at EPWM examples in controlSUITE or C2000Ware F2837xD device support folders.
