CCS/TMS320F28027: tms320f28027 held in reset

Hi all!

Have a problem. There is tms320f28027 on board and I can`t program it using xds100v3, because of XRS is zero. As I understand devise is in RESET. It`s a new board and it`s first try to program tms.

Looks like i made some mistake. It would be great to figure out what could it be!

I found that I forgot pull up XRS pin3 to +3.3V by 2kOhm and capacitor to ground. Before I found itб I did a try to program, and got:

Failed cpu reset.. Device is held in reset. Take the device out of reset, and retry the operation.

After that I pull it up, but nothing changed.

I found several forums with similar problem, but it didn`t help me. Here are oscillograms:

pin32/43 - Vdd - maybe something wrong!

pin35 - Vddio, small oscills.

pin11 - Vdda - analog voltage after inductance BLM22PG221

What else should I check?
