TMS320F28375S: Field update tool by FPGA without ARMcore and OS

Hi,

It is popular to update firmware from host CPU like a x86 or ARM  with Windows OS.

TI ready for programming tool (C2Prog, UNIFLASH,CCS ,serial flash programmer and so on..) as below:

-Serial Flash Programming of C2000™ Microcontrollers

Now I try to update from FPGA.

Anyway there is no tool to program user code.

Is it need to create unique user program for both C2000 and FPGA?

I look for updatetool moving on FPGA.
