TMS320F28379S: How to access the part if it's ECCN is 3A991A2?

Hi, 

We are based in the UK and would like to use the above mentioned microcontroller. Since it is not EAR99, I am assuming we need to get permission to use it. How do we go on about it?

    We contacted our Global Trade Compliance group at TI and got the following answer:

    3A991A2 applies because the microprocessor has a clock that exceeds 25MHz as per US regulations highlighted below.  The EU export regulations do not recognize 3A991A2 but instead classifies this device as EAR99.  3A991A2 is called out by the US export regulations so that these devices can be tracked by the US government for reporting and other purposes.  The export license requirement is the same as EAR99 however so should be no problem.

    A. "Microprocessor microcircuits", "microcomputer   microcircuits",  and  microcomtroller microcircuits having any of the following:

    a.2. A clock frequency rate exceeding 25 MHz;

    In summary EAR99 (EU) is equivalent to 3A991A2 in the US
