F28M35H52C1: Device held in reset while trying to program MACIDs

Has anyone seen issue:

Error connecting to the target.

(Error - 1266 @ 0x0)

Device is held in reset.  Take the device out of reset, and retry the operation.

(Emulation package 5.1.402.0)

The chip reset pin is at 3.3.V

    Hello,
    can you provide more details? How are you trying to connect to the device? are you launching the target configuration and trying to connect to the M3 core? what happens if you retry connect a few times, would it connect?

    Do you see any pulse on the XRSn pin on the scope?
