F28M36P63C2: Network Lockup with Device Unpowered and Ethernet Cable Connected

I'm seeing an issue with design based on the TI reference design for F28M36P63C2.  If power is removed while the Ethernet connector is still plugged in, it can lock up the company network.  The lockup occurs in one of the company switches.  Some switches don't have this reaction.  Has anybody else seen this or found a solution?

    can you provide more details on the observed lock-up? what happens on the network? isn't any other node able to transmit or do you see any garbage data on the packet? were you able to capture the wireshark log from a different node on the network when this happens?

    also after you power back the F28M36x device in the network what happens? do you start seeing traffic?

    Also check where the LAN cable from the F28M36x device in question goes into the switch and what type of switch has this issue?
    Please see if you can update the thread with the details of the switch you see the problem with and the switch where you don't see the problem.

    I'm thinking it is either the port in the switch or the switch itself that is not able to finish the network when one node is inactive. If you put another device in place of F28M36x and does same experiment with the failing switch do you see same problem?
