CCS/TMS320F28027: Current flowing into XRS pin.

I have created a custom board using tms320f28027 ic. But, when I power the board using 3.3V, a voltage of around 1.8V is dropped across the pulled up resistor connected to XRS pin and when I try to communicate through JTAG using the docking station, I am not able to connect it.

    After power-up, if there is no valid code in the on-chip Flash, the watchdog will time out and periodically drive low pulses out of the XRSn pin. This is normal operation, are you seeing continuous low state on the XRSn or do you see pulses? Are you sure that the XRSn is not being driven low from the outside?
