TMS320F28377S: BISS interface

As explained there, the Position Manager capability makes interfacing with a BiSS encoder easy.  This should be the recommended approach, especially for systems like servo drives where fast position feedback is necessary for proper control.

Note that the F28377S does not support Position Manager, but the very similar F28379S can.
