TMS320F28075: Is copper pour needed for VSSOSC pin

Hi, in F28075 controlCARD PCB file, it seems that there is an area of copper(pink rectangle below) that is connected to VSSOSC pin of F28075.(I'm not familiar with the software PADS so I'm not sure).

So copper pour is needed for this pin if external crystal is needed, right? Why?

    I see a lot of pink rectangles, which pink rectangle are you talking about? The only pink rectangle that looks like it could be a pour is pointed to below, is that the rectangle? It is very common to place a solid ground plane below crystal, most manufacturers require it in their datasheets.
