CCS/TMDSCNCD28379D: USB Connecction problem on a customized dock

I have successfully connectted and load program  to the control card by using on board XDS100V2 when the control card is powered by another usb cable connected to J8. 

However, when I connect  control card to the dock I designed, the connection will lose even the base board is not powered (the control card is still powered by USB cable on J8).

Also, the connection cannot be built when  the base board is powered up.

So far, things I have checked are:

1)The control card is powered as LD1 is lit. The 3.3V can be tested.

2) The control card is not damaged as the connection can still be built once it is removed from the dock.

3) I borrowed a base board from another group (different design)and the connection can be built.

Therefore, I guess I did something wrong on my design. However, I belive the design is very straightforward and easy. I designed a 14-pin Jtag connector on the base board. The EMIFpins are connected to FPGA （it is not connected yet) All the 5V pins are powered and all the gnd pins are grounded. I guess the problem should be related to JTAG pins (pin 1 -pin10). But it was copied from my previous design for 28335.  I have double checked the connection and design. No mistakes. Also, the base board Jtag port is not used or connected. So I am really confused. Could you guys give some suggestions on what should I do to fix this issue?

    Hi Hao,

    I cannot help much in debugging your design. But I am requesting another engineer to look at the post in regards to the JTAG connection.

    Hi Sal,

    I have fixed the problem. 

    A simple conclusion is: the TDI pin was mistakenly grounded during soldering. The TDI pin is next to a GND pin, but the two pins have no obvious connection by visual inspection. So maybe some reason caused the damage of soldering mask and I connected the TDI to the ground plane when I was doing the soldering.(I placed ground planes under the HSEC).

    Thankfully this is only a prototype.I will improve the design by remove the ground plane under HSEC to reduce the possibility of this kind of mistakes.
