TMS320F28377S: Hardware issue

I made a new design and have trouble program the TMA320F28377S  with jtag.

This is the error message:

Error connecting to the target:
(Error -2131 @ 0x0)
Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
(Emulation package 7.0.188.0)

The Jtag connection and programmer are verified devices!

I use 3 power supply 2 switch mode 3.3V and 1.2V and a 3.3V linear supply for the ADC. All are stable

Clock it running at 20Mhz

I checked all the relevant signals and only nXRS has strange behavior.

This is with or without jtag connected. The controller is an unprogrammed new device.

Andy suggestion what the problem is?
