We do not have a library doing this completely, the pulse outputs can be generated separately - refer to the documentation below.

Encoder interface implementation is available separately via position manager libraries for the corresponding encoder.
Implementing the the combinations of both functions, absolute encoder and PTO options, is not feasible due to limitations of CLB resources.

I thought that library will be released as additional CLB logic in 2018, but is not it released?

Document I shared above has the details of the PTO libraries released.
No new releases planned this year regarding pulse train generation options.
