I got working code, A tested PCB design. Correct 1V2 and 3V3.
So I got one working PCB and one that doesn't. But strangely the programs is working I can debug the code. But no GPIO signals.
So I got a broken part of bad soldering. I was wondering If someone can argue how this can happen?
Again I got a correct 3V3. But what happens with a bad soldered powerpad? Will that break the device? And is there a way to verify that the powerpad is soldered properly?

I'm searching to see if we have an official document on what can be caused by a badly soldered powerpad.

The device requires 3.3v VDDIO, 1.2v VDD, and VSS Powerpad to be correctly soldered for correct operation. If you suspect the powerpad was not soldered then it might be making intermittent or poor contact to the PCB landing. This can give unpredictable results. I would suggest re-working the board to ensure all device pins are properly soldered tot he PCB.
As a side note. You indicate the core is working properly, I'm assuming you infer this from a JTAG connection to the device (this is my assumption from the description). For JTAG to work, the 3.3v IO supply must also be working, so at least some of your IO pins are working if this is the case. You might possibly have only some VDDIO pins connected, but they all need to be connected to ensure proper operation of all IOs on the device.
