Running at full speed is to let it run directly;
In the free running situation, the pwm output I set cannot be output normally, so I judge that the crystal oscillator is not working properly.

I have a question on the definition of letting it run directly (full speed). Does it mean that you have loaded and are running code inside Code Composer Studio?
(or are you trying to run the software standalone? - booting from flash on device power up)
Could you probe XRSn and see if you see pulses after you start to have it run full speed?
Note that I do not see anything obviously wrong in your schematics.
