I have problem of echo program when power up. Someone I can see the echo back characters, sometime I can not. I just have to keep plug and unplug the USB to make it work. Please help.

What baud rate are you running at? I assume you are running this through the virtual COM port via the FTDI chip? I believe that at very high baud rates the FTDI chip can sometimes have issues matching the exact baud rate (see https://e2e.ti.com/support/microcontrollers/c2000/f/171/p/720873/2662520?tisearch=e2e-sitesearch&keymatch=SCI%20baud#2662520
What clock source are you using (external XTAL or the internal oscillator INTOSC)?

This does seem to be some issue with the FTDI chip. I'd try a different PC, a different USB cable, and/or uninstalling and re-installing the FTDI drivers. There is some information about the FTDI drivers on this page and in an app. note on the page: 
You might also make sure that the supply voltages of the FTDI chip look correct on your Launchpad.
