I used TMS320F28027 to replace the TMS320F28023, they have different operating frequency . Does that matter the ADC value and the ePWM value?

(I am not the ADC expert) The speed of the ADC will certainly change. 4.6 MIPS on F28027 will be reduced to 3 MIPS on F28023. I don't know of any frequency related issues with the performance of our ADC(I expect you will have a very similar ENOB), but I will let an expert comment.
The ePWM is clocked off of SYSCLK, so it will be affected by this change. The ePWM will lose a small amount of resolution due to the reduced frequency(20nS per step instead of 16.66nS per step). Thus you will need to recalculate your period, duty, and dead-band. If you are using the PWM chopper, your chopping frequency will change slightly as well.
