TMS320F28054M: Chip packaging problem

Hi all:

Recently I have recived a chip packaging problem of my customer, Below is his issue:

We use the TMS320F28054MPNQ which is bought from DIGIKEY for our design and when we welding chips, we found that 7pcs of 119pcs can not be welded because there are something wrong with their pins. Below is the picture:

From the picture, you can see one side of the chip pins is higher then other sides. And that make them can not weld it.

Could you prvide any solution for this problem?

I presume you are saying some of the pins were not on the same plane compared to all other pins, resulting in those pins not making a contact with the PCB pads. I will check with the packaging team on this. Is there a possibility this could have happened during handling? That is, while picking the device from the tray and placing it on the PCB, by the pick & place machine.

Our devices go through a LIS (Lead Inspection System) before shipping. The LIS checks the leads for compliance to the mechanical datasheet. This gives raise to the possibility that this could have happened after leaving the factory. We could look into 2 areas:

If the device was bought from a distributor, did someone manually break down a TI packaged tray to make a smaller order quantity?
Did the device go through a programming machine in a socket prior to board placement?
