TMS320F28377D: Vdd Power Ramp Clarification Needed

Hello team,

My customer is using the TMS320F2837xD and needs clarification around the power ramp requirements:

"what does ‘kept no more than 0.3V above Vddio’ mean? Vddio is a 3.3V supply and Vdd is a 1.2V supply, what happens if Vdd reaches regulation before Vddio reaches regulation? Would this mean that Vdd and Vddio have a power up requirement but not a power down requirement?"
