CCS/TMS320F28069: TMS320F28069 with DRV8301

Connecting TMS320F28069 control card with DRV8301 , CCS shows error: 

ne of the FTDI driver functions used during the connect
returned bad status or an error. The cause may be one or
more of: no XDS100 is plugged in, invalid XDS100 serial number,
blank XDS100 EEPROM, missing FTDI drivers, faulty USB cable.
Use the xds100serial command-line utility in the 'common/uscif'
folder to verify the XDS100 can be located.

Why do I need to powerup DRV8301  then only ccs is able to detect TMS320F28069?

Is something from DRV8301 triggering TMS320F28069 so ccs can detect ftdi chip or xds100 emulator?

    Is the control CARD the ISO version with the XDS100 on the PCB? In this case plugging in the USB cable to the controlCARD only powers the XDS100 but not the F28069 MCU. The MCU will draw its power from the DIMM headers, in this case that will be plugged into the DRV8301 board so it will need to be powered for the MCU to turn on as well.
