I know that DediProg has compatible daughter cards for the F28035 packages that work with their StarProg-U line of programmers.
This would be a socketed board you could use to program prior to soldering.

Is there a cheaper version since the above is like more than 750. Does Ti have any method to flash the 28035 chip?

We have the Uniflash tool that is a standalone programmer http://www.ti.com/tool/UNIFLASH that can be used for production. However, we don't sell any PCB with a socket that you could use to mount the device prior to soldering on the final board.
You could certainly program the final PCB with the MCU using Uniflash, but you had mentioned prior to soldering so that is why I mentione the dediprog soln. You could design your own PCB with compatible socket if that is the desire.
