As we know it only F2806xF and Boost8301 or Boost8305 support Instaspin Lab 11e,
May I modify code and change to use F28027F for this LAB11e ?

Yes, the project can support F2802xF also if there are separate GPIOs for three hall signals as F2806xF. We didn't provide such lab for F2802x since there is no GPIOs and interface for hall sensor on F2802x launchPad.

Why TI didn't use F28027F & DRV8312 EVM for Lab11e?
It have Hall sensor GPIO for F28027.
Sorry. It just shows the algorithm for C2000 controller on some labs, so not all EVM-Kits are supported limit to the resource.
