Just two doubts about PTO library.
1) Can PTO support floating point output? An example: 10 pulses input, 3 pulses output.
2) Can PTO support absolute encdoer input and then PTO output?

The doc for PTO library, I already saw it. Inside, Floating is not supported.
And this is why, I need to double to check with you.
On the other hand, I'd like to know, if it's possible to support floating, with x.xxx, that's 3 decimal places.

Your understanding is correct. Floating point is not supported.
Note that if you need to support this, computation need to happen in CPU/CLA.
Once the CLB tools are available (end of 3Q19) - you/customer can develop their own algorithm in s/w for computation and use CLB for pulse generation.
