Mohammad,

controlSUITE is not available via Resource Explorer but the newer C2000Ware should be.  In your case since Resource Explorer is working offline it will only show compatible software packages that are already downloaded and installed.  

If you click on the red could icon at the top right of Resource Explorer will it let you switch to online mode?

If you need to use controlSUITE instead of C2000Ware you can import examples from an installed copy of controlSUITE by going to the project menu and selecting Import CCS Projects.

If you do an update check from with in CCS (Help -> Check for updates) does that succeed or does it also fail to access the internet?

Also could you attach any log files from <username>/ti/tirex-localserver-3.7.1/.logs
